3. In 1971, the Oglala Sioux Tribal Council declared a state of emergency on the Pine Ridge Indian Reservation due to rampant poverty and unemployment. This led to the formation of the American Indian Movement (AIM), which held their first convention in Rapid City on March 25th of that year.
